Summary: 
American Conservation Experience, Emerging Professionals Internship Corps (EPIC), a nationwide Non-Profit Conservation Corps has partnered with the Bureau of Reclamation's (USBR) Technical Service Center (TSC) to offer up to ten (10) Direct Hire Authority (DHA)* Electrical Engineering Professional Internships to dedicate 11-12 weeks to the support in both field and office based engineering opportunities, as authorized by the Public Land Corps Act.   This opportunity is intended for enthusiastic young professionals with a deep interest in advancing their career goals in mechanical, electrical, and hydro-engineering.

Established in 1902, the Bureau of Reclamation is best known for the dams, power plants, and canals it constructed in the 17 western states. These water projects led to homesteading and promoted the economic development of the West. Reclamation has constructed more than 600 dams and reservoirs including Hoover Dam on the Colorado River and Grand Coulee on the Columbia River.  Today, the Bureau of Reclamation is the largest wholesaler of water in the country, providing water to more than 31 million people, and provides one out of five Western farmers (140,000) with irrigation water for 10 million acres of farmland that produce 60% of the nation's vegetables and 25% of its fruits and nuts.

*A Direct-Hire Authority (DHA) internship
 is perhaps the most effective tool currently available to agencies seeking to expedite the hiring of qualified people in positions that must be filled quickly. It is a competitive and rigorous project based internship. The Bureau Reclamation and ACE EPIC are looking to engage the next generation of conservation stewards and hydropower professionals. The program will raise awareness of our public lands, their accessibility, and the need for the community's involvement in their preservation. American Conservation Experience has successfully directly transitioned about 30 interns into permanent career positions within the DOI utilizing Direct Hire Authority.

Qualifications for DHA: The ideal candidate will be able to demonstrate their skills and experience through their resume and application and be in pursuit of, have a 4-year degree, or have graduated within the previous 2 years with a degree in a relevant field.

**Please note: Direct Hire Authority must be utilized within two years of graduation. I.e. If you graduated May 2018, then you must utilize your DHA before May 2020, even though the internship ends August 2018. If current student, DHA status eligibility begins once you graduate.

Compensation:
Interns will receive a combined Living/Housing Allowance commensurate upon educational status and experience for each 40-hour week of service.  Intern will be responsible for securing own housing.   All work related travel/training will be paid for by ACE-USBR.   Internship compensation will end up in the range included below:

Active Engineering Student or Recent Graduate:                      $600-800 per week

Recent Engineering Graduate to Graduate Student:                 $800-1000 per week

 

Position Description:  

ACE is seeking electrical engineering, or relevant, students and graduates to participate in an internship focused on electrical power generation within the Reclamation's Technical Service Center (TSC) in Colorado.  Each internship opportunity will align the student and industry experts with the purpose to gain knowledge and expertise in Electrical and Mechanical Engineering Division.  We have two mechanical engineering groups; our Mechanical Equipment and our Hydraulic Equipment groups.  Additionally, there are three electrical engineering groups; Electrical Design, Power System Analysis and Control, and Hydropower Diagnostics and Supervisory Control and Data Acquisition (SCADA).  These groups provide services and support to 52 hydropower facilities consisting of over 175 hydro generators, large pumps, power facilities, and associated equipment. 

The mechanical engineering interns will for work various equipment including turbines; large pipes, gates, and values; pumps of all sizes, some exceeding 65,000 horsepower; cranes; elevators; HVAC systems; fire suppression; and more.  We also have a subgroup of engineers that perform a considerable amount of hands-on work at our facilities assisting with commissioning, troubleshoot, monitoring, and guidance for our different regions within Reclamation.  We do our best to ensure interns get to see at least one power facility during their internship.  

These positions will allow the applicant to work on equipment that range from millivolts to kilovolts and current levels ranging from microamps to kiloamps.  The work can range from small scale signal processing to large scale power generation.  The electrical engineers work on everything from CAD drawings and specifications to computer simulation and analysis to hands-on testing, circuit board design and assembly, and computer programming. 

The wide variety of work performed within the TSC will provide interns with a great breadth of power related engineering experience. We do our best to ensure interns get to see at least one power facility during their internship, if possible.  Successful completion of this internship will earn each intern with an opportunity to be selected into competitive Federal service utilizing the Direct Hire Authority, as authorized.


 

Qualifications:  

Electrical engineering candidates should have taken at least one electrical power course at the undergraduate level. 

Mechanical engineering candidates should have taken at least one of the typical mechanical engineering courses which include statics, dynamics, fluid mechanics, thermal dynamics, etc.

Additionally, applicants should be willing to perform hands-on work both at laboratory and field locations.  This work will include the designing, building, and use of highly specialized custom testing equipment.  During the building of this equipment and while performing field testing and diagnostics at our facilities, the use of basic hand and power tools may be required.  In addition to their coursework, candidates need to be willing to learn and adhere to appropriate safety measures necessary to safely perform the required work.  

Required:  

  • U.S. Citizen or permanent resident
  • Must be between the ages of 18 and 35
  • Intern must be a current student or recent graduate (within two years of internship end date) A valid driver's license, clean driving record, and ability to provide such documentation; Driving Record check will be completed during on-boarding process. (Interns must be 21+ to drive Agency vehicles);
  • Ability to drive an Agency vehicle safely after undergoing safety training
  • Ability and willingness to undergo a Federal criminal background check 
  • Effective communication skills with resource specialists, colleagues, and the public
  • Able and willing to work alone and in a group
  • Strong work ethic
  • High level of professionalism
  • Able and willing to work outdoors in varying weather conditions and capable of hiking moderate distances in somewhat rough terrain during inclement weather conditions
  • Ability to lift objects 35 pounds or greater

The intern must be willing to represent ACE and the USBOR in a professional, positive, and enthusiastic manner.  ACE reserves the right to require drug testing.
